    The Homeowners' Association is made up exclusively of Hills of Troy lot owners. Each owner is a member by virtue of lot ownership. The Homeowners' Association owns the private park and scenic nature trails within Hills of Troy. It is governed through the Bylaws that regulate its administrative procedures.

  • Continental Development Corporation was established in 1985 with its major focus centered on the development of residental neighborhood building sites in the northern suburbs of Minneapolis. In 1996, Continential, under the name of Troy Development Corporation, expanded into western Wisconsin with the development of Troy Burne Village and Eagle Bluff neighborhoods, south of Hudson.

    Troy Burne Village, with beautiful home sites woven around Tom Lehman-designed Troy Burne Golf Course, and Eagle Bluff, with home sites nestled into the nearby wooded hills and bluffs of the Town of Troy, were created to reflect Troy Development's long-standing traditions of superior quality and attention to detail. Eagle Bluff won the 2004 Bennie Award for Best Single-Family Neighborhood from the Builders Association of the Twin Cities. In 2005, Troy Development unveiled its latest development, Hills of Troy, a master planned community carefully woven into the scenic rolling hills and bluffs of western Wisconsin.
